If you install Termux, then you can run the full Java I2P software.

Though, in my case on Android I run i2pd as it uses less memory and handles IP changes with ease.

When this happens I just restart i2pd. It will resolve itself after a while otherwise.

I've had two times where I've had to reinstall i2p android due to it having 0 known peers. It was unable to re-seed itself. Thankfully, a reinstall fixed the issue both times.
