Notification is not working

I thought its the email , but it turns to be its a forum issue.

no email notification nor forum notification.

Edit: the notification upon reply is disabled by default. better to be enabled by default

Each user can enable this feature her/himself. But we will not send out mail by default and spamming users with emails.

actually emails which going to be sent just regarding user activity in the form. like a reply on his topic...

so i think its far from spamming , but if he wants to disable it then he can do it.

Nope, the base rule is to not annoy the users just because a few wants some more features.
So, if a user wants more than others, she/he can enable this.

I'm with echelon here. It should be the default not to send email notifications.
