Volatile behavior in Address Book and I2P Community Sites

Hello,

recently I observed a strange volatile behavior of Java router console.

Issue 1:
I start I2P 2.9.0-0 and look at the address book

a) some 25 addresses I had manually inserted in local address book are still there.
b) some 25 addresses I had manually inserted in local address book are not any more in the local address book. But they are now in the router address book.

Starting the router can result in a) or b).

Issue 2:

Basically the same as issue 1.
I manually inserted an I2P-site in the 'I2P Community Sites' section.

I start I2P 2.9.0-0 and look at the 'I2P Community Sites' section

a) the I2P-site is still there.
b) the I2P-site is gone. But still in the router address book.

Starting the router can result in a) or b).

What is the cause? Can I fix it with some parameterization?

Strange. Don't have any ideas. Will try to reproduce here.
